I've seen this at a former employer and it is so frustrating. HR circles the wagons to defend the bullies and executives target the people who speak out to defend their own egos. It's really just incompetence. People who act this way just don't know what they're doing. There's a cost, eventually, takes a while to unfold but promoting incompetent people doesn't lead to success. Small comfort for the people who lose their jobs or suffer bad outcomes along the way.
