Pittsburgh was the same way; the only truly public toilets were in Point State Park, located as far from the rest of downtown as possible. It's a major reason why I stopped visiting when living in Tarentum, 20 miles away and upstream on the Allegheny River. Contrast this with Champaign, where almost every park has at least a chemical toilet (a.k.a. Port-A-Potty) and they're all publicly-accessible. Funny how a college town does better in this area than two big cities.
